说明：这个程序有PC的服务端和Pocket PC上的客户端两个部分。服务端运行时，按下开始就可以从PC机的摄像头捕获视频，并且使用H.263编码进行压缩。这时服务端将在TCP的8765端口进行监听；这时运行客户端，输入服务器IP地址并点击“连接”，在网络正常的情况下，将实时显示服务端摄像头捕捉到的画面，画面的实时性取决于网络的带宽。
