[OpenCV] 检测运动物体，抓拍通过tcp传送

说明：本程序是在linux下编译，用于提取背景检测运动物体，并对物体进行跟踪拍照，数据来源可以是视频文件或者摄像头，主要是利用背景建模检测运动物体，即逐帧读取视频，将前景图和背景图提取出来进行显示，功能实现：当摄像头视线内，如果有运动物体，则将立刻抓拍，从客户端抓拍图片传送服务器端面。
