[波变换] 小波应用LZC算法编解码

说明：有两个vc工程文件，分别是lzc编码和解码。算法主要可以对灰度图像进行压缩和解压缩，效果比jpeg要好。其实这就是jpeg2000的原型。-two vc engineering documents were lzc encoding and decoding. This algorithm can be gray image compression, the effect is better than jpeg. This is actually the prototype JPEG2000.
