本例程通过matlab提供的simulink水轮机程序，做了改动，调整了部分参数，并且增加了借阅，模仿水轮发电机组一次调频过程，值得借鉴(Through the Simulink turbine program provided by matlab, the routine has been changed, some parameters have been adjusted, and borrowing has been added
